HELP! I reset my laptop back to factory settings and it won't turn back on

I've reset my laptop back to factory settings and now it won't turn back on! All that appears is a black backlight, then the hp sign, the screen goes off and repeats every 30 seconds or so? HELP PLEASE!!!

The laptop is fairly new only bought last December so 9/10 months old

If you got it in December of 2016 then it should still be under warranty. Contact the manufacturer.
