Help Installing Windows Please

So my sister in law got a new harddrive for her laptop and I switched it out and put in the Windows 8 cd to install that. I switch the bios boot order to the optical drive first. It can't read it. Giving up on that, I follow this guide, http/pcsupport.about.com/od/windows-8/a/install-windows-8-usb.htm, to make her CD a bootable thumbdrive. It doesn't work on her laptop after switching the boot order around but it works on my desktop when I try it there. Any other suggestions?

You can download windows 8 .iso from microsoft with a valid cd key

I have an Windows 8 .iso I made from her DVD, its just not letting me boot from it even I've used the Windows 8 Bootable Usb thing.
