Budget lens:
Canon EF-S 18-55mm f/3.5-5.6 IS

Mid Range
Canon EF-S 17-85mm f/4-5.6 IS USM
Canon EF-S 10-22mm f/3.5-4.5 USM

Almost Pro.
Canon EF-S 17-55mm f/2.8 IS USM

Pro Lens:
CANON EF 28-300MM F3.5-5.6 L IS USM - but this one is for full frame, so if used on EOS 40D the lens becomes 45-480 mm. so you'll still be needing wide angle lens. beside it's not the best lens from Canon.

The Canon EF-S 17-85mm f/4-5.6 IS USM and the CANON EF 70-300MM F4-5.6 IS USM LENS is a good combination for budget minded.

If I have my way I would go for Canon EF-S 17-55mm f/2.8 IS USM and the CANON EF 70-200MM/2.8 L AF USM. But if can afford that i sudget you replace the 40D and get the 5D or the 1D.

Well if you're just doing family photos, there is absolutely no need to upgrade to a 5d or a 1d. Both are overkill and the 1d is so overkill it's not even funny. Stick with the 40d, at most upgrade to the 50d, but even that is overkill for family photos and the occasional landscape. What's your budget? Ever shot with a DSLR before?

The 28-300mm lens is absolutely overkill. The 17-55 f/2.8 is a solid lens but doesn't come cheap and you may still want a 70-300mm to go with that for extended work.

You're best bet is probably a 17-85mm with a 70-300mm or the 10-22mm and the 28-135mm IS kit lens. If you'll be doing more wide angle work than telephoto work, buy the 10-22mm and 28-135mm IS...if you're doing more telephoto work than super wideangle buy the 17-85mm or 28-135mm and the 70-300mm.
