help with reset

please help me...my phone seems as if it crashed. i already did the reset factory settings and managed to get it started again but only until the first stage of resetting apps again. terms and conditions is as far i get and from there i can skip or go to the next step,i agree to the terms and conditions and there the process stops...it gives me a pop up message of 'unfortunately google play services has stopped'. i tried all possible options but nothing is happening please assist
