ARMA3 is pretty demanding and the Intel HD 3000 is pretty weak.

When it was new back in 2011 the Intel HD 3000 was considered decent for integrated graphics performance. But still nothing compared to a dedicated GPU especially if you compare it to a desktop GPU.

At best the Intel HD 3000 is about equal to the desktop Radeon HD 5450 which is a budget desktop GPU released in early 2010. There is nothing you can really do except buy a new laptop. Laptops using Intel's current generation Skylake mobile CPUs will mostly have the Intel HD 520 which is a lot better than the old Intel HD 3000. It's a little better than the nVidia 820m, but is still considered weak to dedicate mobile GPUs.

Your laptop doesn't have a dedicated graphics processor. Most 3d games like Arma 3 need a dedicated graphics card to run them at anything considered playable. Unfortunately there isn't much you can do about it beyond buying a new computer.

Unfortunately, Arma is a really heavy game and even though I haven't played it, I think it is a bit badly optimized giving even beast computers a hard time running it at 60 fps and more. Please correct me if I'm wrong.

My Lenovo IdeaPad Y470 has an i5-2410m CPU with the Intel HD 3000 graphic. But it also has a nVidia 550m. I tested some games using only the Intel HD 3000 back in 2011. While some games can be made to be playable, I generally would not recommend using the Intel HD 3000 to play games.
