High CPU usage while playing CS:GO

i5-4210H. New notebook.

My friend have same notebook and his cpu usage is around 10-15% with borderless window mode enabled.

Do either of you have a discrete graphics card in your laptops? If so, is it possible that one laptop is using the discrete card, while the other is using the integrated graphics?

Most likely the game is using the igpu rather than the dgpu.
