How can i erase everything from my dell latitude laptop? it wont even load my de

I have a used Dell Latitude Laptop and it has Windows XP Installed on it but everytime i go to start it up, it doesnt even load my desktop. Now it says i need a password to access any of the data on it and the password i set for it a couple days ago isnt working for some reason.. is there any way i can put it in a command prompt mode from here?

if you have a bottable copy of XP you can use the recovery console option or some other bottable program that will let you format a drive
