how do I fix my laptop hard drive with sata cable

I have a laptop hard drive that was running a duel boot with Ubuntu and windows 8 and I deleted the Ubuntu from its partition but couldnt delete the portion itself because I didn't have enough room the Linux my duel boot menu and when I deleted the partition I couldn't load my windows. I have a Sata cable to hook it to my sisters computer, but the disk doesn't show up in Disk Management or My Computer.

How do I access my hard drive through the sata cable so I can remove the empty partition?
I would like to use my laptop again with windows 8.

Obvious question - did you make sure to plug in the power cable as well?

My sata cable has 2 USB plugs and they are both plugged in. And for your info I am at least a novice with computers. Although most of the problems I have solved are software problems not hardware.
My USB to sata cable has two lutes on it...power and access. The access does not light up. The drive does not show up in bios, disc management, or my computer. It does show up in printers and devices, but it shows o KB used and available. I even tried hiren's boot disc on USB with the laptop and it just goes straight to bios.
