How do I move a loose picture around my screen?

I don't want the picture to have a border around it at all. I just want the picture to be on the screen as its own window instead of being open with a program. I've seen youtubers do that, but I cant figure out how.

Hi, can you give links to a few of these youtube videos that you are talking about?

[Irfanview] allows you to hide the Caption, Tool Bar, Menu Bar, Status Bar, etc. I'm not sure if you can move it around after you hide those.

Just use said picture as your desktop wallpaper.
