No, that doesn't mean it has power. More like you have a power issue. Meaning the battery is either low, or having problems.

Your best bet is to plug in the tablet, and make sure it is actually charging. If it show as charging, great. Leave it charging for a good 3+ hours. Yes, it is important to leave it on a long while in this case. After the time is up, press and hold the power button for about 20 seconds or so. It should turn on.
