Depends on where you are downloading from and what app you are downloading through. Some apps won't allow downloading to an external device. And if you are trying to download from say Netflix, they are restricted and won't allow downloading to anything but the device itself, as they are not meant to be permanent, and are not transferable.

In regard to other types of downloads (say just MP4s, AVIs, etc., from elsewhere) then you would set up what ever app you are using to do the downloading, in that apps settings, to save to the external location. Now your phone may not allow for doing that on a stick, but may on a SD card. If the app you are using does not have said option in its settings, then you would need a different app, or you...
