how to enter setup program

I press F1 and Fn but just windows help and support opens. I need to enter setup program to stop my keyboard beeping noise.

Not sure what you mean by the "setup program", are you talking about running a factory reset? You are asking the wrong question though, why do you think doing what you want to do with fix the keyboard? Did you simply try a new keyboard? Is this a laptop or a desktop? Exactly what is happening and when did it start?
