How to fix unmountable bootvolume

I have a Toshiba with Windows 10 and it seems to be caught in a loop and won't boot up. Sometimes a blue screen comes up with stop code unmountable boot volume. it says it will restart then a black screen. I've tried the Microsoft tool and upload win 10 into USB but my computer still does nothing. Changed bios settings. What else can I do

Try replacing the hard-drive.
