How to remove FBI ransomware from a RCA tablet

My son has a new tablet that downloaded the FBI ransomware from Google Play somehow. No matter how we restart it or reset it, it only comes up to the page that requires we enter a $500 code we have to buy. Everything online says this is a virus. I cannot get to the web or anywhere else within the tablet. Any help?

i would install a new stock or custom rom
