how to unlock a Dell Inspiron 3520 service tag FP8HCV1

i bought this Dell Inspiron 3520 from a friend but she forgot the password i have tried everything to unlock it ( ultimite boot CD & Hirens Boot CD ) but it did not work i also contacted Dell they said to register it so i did and called them back then they wanted to charge me 200 just for a pass word. Does anyone know how i can unlock this Dell
