I am getting this error code saying hdd failing...

Hey,
I am trying to fix this laptop. It would not boot to windows so thought if ill reinstall windows it will be fixed. I installed windows 7 fine, but something seems wrong. It takes like good amount of time to boot to windows and its a clean install. maybe like 4 min. I an the dell diagnostics and got an error code 2000-0146 which stands for failing hard drive. Now it seems like i can't boot to windows. I just want to make sure that this is a hard drive problem that if i buy a new one it will be fixed. thanks
