I am trying to install a program from a CD and I keep getting an error message

Hello, I am currently running Windows 8.1 and I am trying to load up a an application form a CD, Corel PaintShop Pro X6. I had installed it when I first purchased the the software, but had to uninstall it because I save it to the wrong hard drive. Now every time I load up the CD i get an error message that says "Your system has not been modified. To complete installation at another time, please run setup again." Any ideas on what is causing this and how to fix it?
 
I have read where one person, after rebooting the computer, was getting the same message and did the install right after the computer booted but before opening any other programs. You might want to visit http://forum.corel.com/EN/viewtopic.php?f=56&t=52337 and download the cleanup tool to cleanup the uninstall of Paint Shop Pro X6 and then try reinstalling Paint Shop Pro X6.
