I was told by geeks that I would lose my data in outlook 2007 if I tried to upgrade to current outlook, but I am having trouble with my outlook 2007, freezing and not responding.

According to Microsoft, Outlook 2007 is compatible with Windows 8.1 so no problems there.
Try running the repair tool:

Open Outlook 2007
Click "Help" in the menu bar and choose "Office Diagnostics".
In the pop-up box, click "Continue".
