I can´t boot from CD or USB

I change the settings of the BIOS to CD to install windosw 7. However, when you change the option, the PC started and I got a message: Insert Media Device, but the CD is inside. It does not recognize the installation CD and boot from the CD. The laptop does not restart and will not let me enter any BIOS option to switch back to HDD. What I can do?

The laptop is a Toshiba Satellite P50

Win 7 comes on a dvd, not a cd. Your laptop has a dvd drive, right?
