Have you tried using an external USB keyboard? If it works normally using an external keyboard that could only mean that the built in keyboard is broken. Once you've successfully login inside Windows do try to uninstall/reinstall the keyboard driver and see if it will work or not. If it will still not work I would suggest replacing the keyboard itself.

If you are running Windows, in the bottom left hand corner of the password screen, there should be a symbol/icon of some sort. If you click on it, it should give you the option of using an onscreen keyboard, I think.
