I can't get into safe mode. What can I do?

I'm getting the "Windows root hal.dll is corrupt or missing" alert. But I can't seem to get past the F1 key or Esc keys to get into F12 for System Recovery. I've tried hitting the F8 button for Safe Mode but it's not working. Help!

Do a system repair. Do you have the Win installation disk?
