I connected a Pioneer speaker bar system Sp-sb23w to my Samung LCD TV but I don't get any sound from the sound bar, what did I

Well that could be caused by a lot of things - but first thing I would check is the audio settings on your TV - there should be an audio setting that says 'use RCA out' or 'external audio' etc that will simultaneously mute the TV's speakers.

I turned the external speakers on still no sound out of sound bar. We have a surround sound system hooked could that be a problem?

Your speaker bar typically replaces your surround sound system. Are you trying to keep both? If so, you'll need to use an output from your surround receiver to connect your soundbar to.
