I get beeping sound and message start with windows vista

i keep on getting beeping sound when dell inspiron 1545 starts up. then i get message everytime do you want to start with windows vista. F9 does not work. please help

The problem is simple:

you are using Windows Vista.

I'm not trolling, I had it once too. It is the worst operating system ever. Period.
