Solved! I have an old Sony tv and trying to hook up new smart DVD player

We got all the right cords and can’t stop the tv screen from rolling

Rolling? LOL. Are we talking about an ancient analog, boat-anchor TV? You may have to tell DVD to adjust its frame rate, if it's able. Old TV typically 30/60hz, try both non/interlace, again, if available.
