I hook up my console to hdmi in for the sound (samsung hw-m450) and the hdmi output on tv for video (w/out hdmi arc) is it safe? Please answer

To use ARC to get sound from the TV into the Samsung it has to be supported by both the TV and the soundbar. You would use the optical audio output instead. Check the TV manual on how to configure it to work.
If you connect your console to the soundbar HDMI input and the soundbar HDMI output to the TV then the soundbar will only work for the console.
