I want a graphic equalizer that is NOT part of another sound player

My new Windows 7 machine (HP Pavilion 1380t) has good-enough sound quality but NO graphic EQ (I don't know whether this was a choice by Microsoft or by HP). Seems like every Windows machine I've ever owned had one (I believe part of the software that accompanied the sound driver). I've looked online for days, but every reference to a software EQ turns out to be a feature on an available audio player. No, I don't need another player, and yes, I could use the EQ's in Windows Media Player and in VLC, but these won't help me when I'm streaming audio online. So, does anyone know if there's a stand-alone software EQ that will do what I need? Or should I look for an alternate sound driver? C'mon audiophiles, I need your help please!
