i3 2370m issues, trouble shooting help, Inspiron N5050

i have an old laptop that i bought roughly 4 years ago that i recently wiped and installed Win 10 on, but even at idle i get random and often occurrences of my CPU shooting up in "utilization %" sometimes to 100% and sometimes just sits around at 60% or so, it runs the fans super high and sits like that for a bit and then calms down and experiences random spikes to 99% and so forth, this didnt really happen before i wiped it and reinstalled windows. this makes even the games i played on it before, LoL, and CSGO run like [CENSORED], any ideas? or is the CPU shot, if so.... i may try to replace it with something better as a youtube video or something,

Being an i3 I don't it should run that hot.
It doesn't even have turbo boost like the i5.
Go to Settings>Privacy and turn off any settings that is not important.

Also check the build version it should be version 1607 OS Build 14393.51
If its not that current build probably its updating in the background.
Try monitoring using HWMonitor and check the CPU temperature.

I also for got to add that my disk drive also ramps up to 100% sometimes while idle, and CPU frequency not just utilization.
