i3 and SSD vs i5 and HDD

Hi,

I'm looking for new laptop, generally for programming (IDEs: VS, Eclipse, NB, SSMS, web, etc.).
I found this one: HP 15-bs047nm - 2KG97EA
With i3 6006U processor 2.0GHz, SSD 256GB, 8GB (extends to 32GB), non integrated graphics.

Is it a better option than similar laptop without SSD and i5 (5th-6th generation) with 2.2GHz speed?

Basically, is it beyter to have SSD or bigger processor? I have external storage.

It's easy to replace a drive in a laptop, but pretty much impossible to replace the CPU in many systems. I'd get a faster CPU and then get a 250GB SSD, they are pretty cheap now, and clone the drive to it. Once you use a system with a solid state drive it is painful to use systems that use a standard drive.
