Solved! I'm not really tech-savvy, but I think my graphics card has been heavily underperforming.

I've recently noticed a heavy fps drop in all of the games I played, so I ran a benchmark test and ended up getting extremely low scores for the AMD RX VEGA 8 4000 on this computer.

I'm not quite sure what's causing this, as all the drivers that came with this laptop are updated.
But I would like to know how I can get back to playing games at 30+ fps.

While UserBenchmark may not be the best of benchmarks, it's good enough to tell if there's an obvious error. Seeing how both your CPU and GPU scored at the bottom of the barrel... are they overheating? Does your laptop have enough room to intake fresh air (like on a hard flat surface?) Since that computer is pretty new I wouldn't think dust could clog the fans yet.
