Install new operating system on laptop

I just purchased a refurbished notebook that only comes with a Operating System sticker license key(Windows 7). when I turn the notebook on the following massage appears " Reboot and select proper boot device or insert boot media in selected boot device and press a key" How do I install the O/S?

Ok Thanks, I have it on USB flash drive. How do I set up my BIOS to download to notebook and install?

you have to enter bios and see if there is a usb settings for first boot in the laptop .
