Is it normal for a PC to do this?

So whenever I am loading a webpage and I try to move the mouse it stutters but when the page is loaded it's fine and if I am listening to something at the time the audio gets choppy while the page is loading but then goes back to being clear when the page has finished.

unless you have a very slow omputer built in about 1995 I would think you have a driver problem .

Try heading to device manager , finding the mouse entry and then right clicking and uninstalling it . Then reboot and let windows load a fresh driver.

Could be other things too , but that is worth a shot

Seems to be fixed, audio problem seems to be gone as well

Not only has the problem gone my browser is a lot snappier
