Is it possible to optimise games to get more fps?

I use Aspire V5 notebook(got it a week ago).

And I'm currently playing Rivals on it. I used fraps to find out how many fps the game runs at and found out that it's giving 18fps ingame (low settings and blur-ON but turning off blur doesn't seem to change the fps) and 30fps(capped) for intro.
I had latest nvidia drivers, directx 11 installed. But-

I get it's a better processor(4702MQ - Schenker M503) but is there a way to optimise games to get more fps. I want to play it at 20+ fps.

You can optimize some games, i know that you can go into the games directory and find the config file for the game, and change certain settings that will improve FPS but it could make the game look worse, or maybe a little bit less appealing but comes as the cost as more FPS

Lower settings, lower resolution, will increase FPS.

You will need to lower the settings if the game is not giving you the fps that you want.
