Is there a converter box or software to change the language on a tv channel?

I'm living in Laos right now so, obviously most of the channels are in lao or thai. I was wondering if, there was some technology either hardware or software where I could listen to the tv channels in English?

SAP. Some stations use it to broadcast a different audiostream with a different language. Other than this, you could learn the language.

Subtitles are also available on many channels and can be turned on using most TV sets. They are normally available in at least English, Spanish, and French in many countries.
