That's not a notebook, it's a tablet, what is flashing is probably "NEXTbook" not NOTEbook. Since it's a tablet you don't have too many things to look at for the issue, first try doing a factory reset, which will wipe the thing and set it to factory new state. It will have a button press combination listed in the manual or support site how to do that.

If that does not work, contact the vendor for support, it's likely something is damaged.

You will need to reset the tablet. Amazingly Nextbook has the full procedure in their ARES 11 area. It does not delete your data but your configurations will need to be re-entered.
