JPG/Image to PDF software

I'm presently using printer driver type software to convert files to PDF's, but I'm not too happy with the results. Can anyone recommend a program (preferrably freeware) that coverts JPG's to PDF files? Hopefully one that has quality/compression control.

MS Word. Insert picture and save as PDF.

Check your PDF Printer Driver' settings. In most drivers, you can set the output resolution (300dpi, 600dpi etc), and picture quality.
