Solved! Laptop CPU problems...

Hello everyone, so I recently purchased a HP Envy x360 through a meetup.

Specs are
AMD A12-9700 Radeon P @ 2.5 GHZ
8GB Ram
64 Bit OS
120 Gb ssd w 1tb Harddrive

At idle my laptop sits around 50-70% with Antimalware service executable and other programs
While loading things in such as a new webpage for chrome or running a scam through malwarebytes or just doing simple tasks, the CPU jumps up to 99%

Also to add on the laptop makes such a loud noise from the fan blaring all the time.
What should I do?
Should I open the laptop up? The laptop is in good condition and not dusty at all.

1st step with a 2nd hand laptop (for me at least) ... reset win10 (using options Remove everything and wipe empty space). Once new OS is installed ... you will have a much easier time tracking down problems.
