laptop does not start

turn on - eight rapid flashes, no beeps, no display, no fan etc. definitely not battery or hard drive (both OK). Any ideas, please.

What you have tried and not tried
Any history of system restore attempts
Any history of operating system updates
Any attempts to run operating system in safe mode
