Laptop fan issue (Msi apache ge62)

I recently just bought a new gaming laptop, the msi apache Ge62. And i found the fans a bit noisy.. My laptop cpu temperature is 34° and fan1 is running on 3200 rpm while fan2 is just not doing anything at all. Plz help me !

Have you looked up the specs for that particular fan to see what it should normally be running at?
