Laptop stuck on bios splash screen and makes weird beeping noises

Hello all,
first time using this forum so don't hate on the noob.
Anyway i am an australian school student who was able to get a laptop from the department of education. My laptop is stuck on the splash screen and isn't responding to f2,f8,esc, etc.
but it is responding to crt=alt=delete which restarts the computer. interestingly, the laptop is also responding to the Fn+f1,2,3,4 (mute, lower volume, higher volume,turnoff speaker, etc)

Look up the beep codes for your system on the vendor's support site, will tell you what may be causing the beeping.

If it stuck on the BIOS screen or on the starting Windows screen? May be a bad keyboard. Did you try cleaning it by any chance right before this happened? Did the issue start out of no-where or after you did something?
