On my dell xps m1530 laptop the #9 is lite and stays on steady, the A blinks on an off and the down arrow stays on steady. What does this mean?

What was the problem that you had originally? Have you ever dropped the laptop on the floor or anything that might dislodge the sticks of memory?

Are there other symbols/icons on those keys? For example if one of those keys also doubled as num lock or caps lock they might light up when you hold function and press that key

No, these are only lights that appear inside three separate little locks that are located between the Dell home button and the power button in the strip above all the keys. They appeared after I booted up while pressing the fn key and the power button together, while trying to solve yet another problem I am having with the laptop. I was hoping this would give me a clue as to what I may be dealing with. Thank you for your reply. Any help is greatly appreciated.

There is a thread on dell's website (http://en.community.dell.com/support-forums/laptop/f/3518/t/18956826) of someone having the same issue (caps lock LED blinking, etc) and after removing the RAM and putting them back in it solved their problem, do you think you'd be able to try this? You'd have to unscrew some screws on the bottom of the laptop to get at the memory.
