Solved! Lenovo Y530 suddenly very slow. Continues to be very slow after windows installe.

I have been working with a couple of people regarding this issue in this thread:

I have been asked to make a new thread. I noticed the problem trying to run a dolphin emulator which normally ran wonderfully. It suddenly started to run terribly. The general user experience is bad and sluggish.

As stated in the title I eventually reinstalled windows (while keeping files if that matters). I ran a couple of userbenchmarks and the results say my computer is running poorly.

I then used coretemp to test if the processor was getting too hot. With only coretemp running the max temp was about 46c and the utilztion stayed below 10% . Under load (running userbenchmark) it went up to about 49c and multiple cores regularly hit 100% utilization. I don't know if this is an acceptable range.

One observation is the frequency never changed. I don't know if this is expected.

I have been told to update the BIOS, the Intel chipset driver and the Intel Management Engine but I'm not certain what the best way to do this is.

Personally, I would have updated both. Lenovo should have an update app to let you update their drivers as well. Do you have this installed?
