LG G Vista Black Screen, System UI Has Stopped Working

After booting has finished, the screen goes completely black with the dialog box "Unfortunately, system ui has stopped working."
It still charges and the light still works. I can turn on and off the screen.
I've tried wiping the cache, factory reset, and safe mode from the system recovery screen.
Windows can't detect the device because "The device cannot start."
Any ideas?

I know of no fix you can do yourself. If under warranty, contact the manufacturer. If not, then you may want to try a local tech.
