Looking for a good soundboard where I can add my own sounds

Here are some of the things I am looking for:
1. Have more than one sound playable at a time
2. Supports multiple file types (I do have a few audio conversion programs but it is so much easier if the soundboard supports multiple file types)
3. Have a play/pause button
4. Loop function
5. separate volume controls for each sound byte
6. Can save the current list of sounds so I do not have to re-enter them every time.

I much prefer free because my funds are extremely limited but I could use a paid one as long as it is really inexpensive.

I was hoping for a VLC type sound board but no luck in that area.

Does anyone know where I might find a soundboard that might fit my needs?

Oops... I accidentally hit pick as the answer, but your far from the correct answer.

You never heard of a soundboard? It's software that is completely separate from a soundcard.

There are various types but are usually attached to sets of sounds like Star Wars for example.

Also as far as file types, I am talking about audio codecs like mp3, wma, and so on. There are quite a few of them.
