Microsoft surface pro 2 "the drive where windows is installed is locked "

Hello

I just got a Microsoft surface pro on ebay in the ad it said that it didn't have an OS since thats not a big deal I wasn't worried but when trying to install Windows it says that the drive is locked I have tried to find answers around the net but all the solutions that seem to be working for others aren't for me

Can anyone help?

Is the drive completely formatted? Or is there by any chance a recovery partition still on the drive?

i know this is 3 years old lol but i figured it might be worth a shot
i have the exact same problem as the original poster and as far as i know i did end up deleteing the recovery drive (thru diskpart i used command "clean") do i still have options available to me in order to repair it? thank you in advance for any reply you may provide me, cheers.
