Motherboard DC jack grounding question

Should the negative of the charger be directly connected to the laptops common ground? on the new dc port im installing its designed to keep these 2 things apart but the motherboard seems to have these shorted. normal or some bridging problem i need to resolve.

how it is label on the back of the laptop case it should be the same for the charger from wall to motherboard .
