If it's charging with another charger, then it's either his charger (or possibly just the cable). Try using the cable from the good charger with your friend's power pack. if it works, he only needs a new cable (cheap-as). If it still doesn't work, he needs a whole new charger (though you can use pretty much any generic micro usb wall charger out there - just pick a semi-decent brand like Belkin or similar).
