Try starting Windows in Safe Mode and if that starts okay, it's not a hardware issue.

If you can remember installing a driver just before the problem occurred, or installed some software that includes drivers such as third-party firewall, antivirus or CD-burning software, uninstall that software in Safe Mode, then try restarting normally.
