My new Tv only has channel 1-26 and 45 70 and 90. ?

it skips so many that are included in my basic cable package, and its a cheap TV so I'm wondering if its the TV's fault, or my cable company's cable wire, or is there something i can do

That will, of course, depend on the make and model of TV, which you have not supplied.

Find the manual, in the package or online. Somewhere in the setup instructions it should say how to have the TV scan the cable for channels and remove dead ones from your list, and also how to add a channel back manually.
