Solved! My Samsung express 3 is stuck in ultra safe mode. It shows a black screen and asks for password but there's no keyboard. Can't

"Safe Mode" won't keep you from entering a password or accessing a keyboard. It doesn't work that way. "Safe Mode" will be exited when a phone is restarted (turned off and back on) unless one of the volume buttons is stuck. If that is the case, then that must be repaired first.
