My toshiba laptop cannot read any windows cd

Hi,

My toshiba laptop cannot boot and whenever i insert any operating system CD or flash disk, it can't even read the latter and ends restarting itself.

The restart cycle keeps on repeating itself over and over.

Get into BIOS and set everything to default values, then select the boot order accordingly (first boot device should be the one you plan to install the OS from).
